

As Senior Vice President of Development and Community Affairs at Tonio Burgos and Associates, Inc. (TB&A), Francisco Diaz Jr. exercises his extensive knowledge of the New York State Legislature, urban planning, economic development, land use development and environmental energy conservation issues to guide the firm’s clients in these areas.
A former member of the New York State Legislature representing the 68th Assembly District in the Bronx, Frank was responsible for securing funding for community groups centered on children and the elderly. As a member of the Assembly Committee on Children and Families, he introduced and successfully guided legislation that expanded health care facilities and funding to community-based housing organizations. The General Assembly’s Black and Puerto Rican Caucus honored Frank by selecting him as a Caucus Vice President.
Frank also served as the District Manager for New York City’s Manhattan Community Board 11. In that position, he was responsible for the day-to-day delivery of city services and for recommendations to the portion of the Mayors’ Capital and Expense Budget, which affected 110,000 residents.
A former Director of Housing for the East Harlem Churches and Community Center, Frank played a major role in reforming New York’s housing policies. A superb organizer, Frank galvanized tenant associations to focus on preserving and upgrading their buildings. He was the co-founder of the East Harlem Tenement Task Force. The Task Force, comprised of 15 community-based housing groups, provided technical assistance to more than 136 city-owned tenements.
Currently a board member of CIVITAS, Inc. and the President of Los Hijos Del Barrio, HDF Corp., Frank has also held numerous leadership positions in organizations such as People for a New East Harlem, Youth Action Homes, Inc., Chemical Bank Advisory Committee, The Falu Foundation and the Committee on Alcoholism and Substance Abuse and Corrections.
Frank also serves as a board member of the Upper Manhattan Empowerment Zone and the Lott Community Development Corporation.
